INTRODUCTION


This process outlines the Program Management functions as well as the responsibilities and capabilities of such.


The Program Development Group (PD Group) supports 3 major functions within Tikigaq Technology Service.  First is the oversight of the management and delivery of contracts or projects awarded to the organization. Second, and closely related to the first, is the growth of current projects. With proper delivery and customer relationship building, new opportunities will present themselves and may offer opportunity for growth. Finally, the PD Group also plays a support function to sales in capturing potential new opportunities.


Additional responsibilities of the PD Group are as follows:

  1. Contract Management
  2. Customer Support
  3. Vendor Management
  4. Process Implementation, Analysis, and Optimization

The structure of the PD Group is as such that there is a clearly defined escalation path as well as straight lines of communication. The functional organization of the PD Group is as follows:

The Program Development Manager reports on behalf of the PD Group directly to Executive Management. Reporting consists of periodic status reports in the form of monthly budget/status review and weekly/bi-weekly conference calls. Topics of discussion may include, but are not limited to: Project status, budget reporting, issues, and concerns.

Project A and B listed in the diagram above are not a representation of actual Tikigaq projects, but rather a generic model of the structure generally used.  It is understood that there are many more projects within the PD Group and in some cases it is required to simplify, expand or change the model shown to fit the project. Therefore, this model is used as a guide and not a requirement.

Quality Assurance

An objective party will perform regular process and quality audits on all projects.  These audits will be conducted on a quarterly basis, with the QA Manager reviewing the projects’ QA process as well.

Delivery

As indicated above, the PD Group is responsible for several phases of project delivery. For the purpose of this process, the stages of project progression are listed as follows:

  1. Pre-Award – All tasking performed before contract award including but not limited to:
                   a. Pre-solicitation.
                   b.      Solicitation.
                   c.       Proposal.
                   d.      Follow up.
  2. Post-award – All tasking performed after contract award including but not limited to:
                  a.       Project setup
                  b.      Delivery
                  c.       Project / contract maintenance
                  d.      Reporting (weekly/monthly/as required)
  3. Project closeout – All tasking performed upon completion of project / contract delivery including but not limited to:
                 a.       Final reporting as required.
                 b.      Coordination with accounting of final invoicing.
                 c.       Coordination with contracting to ensure subcontract closeout.
